fuel filler earth?

I popped into Merlin Motorsport yesterday and bought some fuel filler hose and an ally neck, with screw on cap.

I'm fitting this to my ally fuel tank - my question is, does the ally neck have to be earthed to the tank?

If so how have people done thist?

The hose has 2 wire spirals, but these appear to be for strebgth rather than earthing.

I had that setup on mine for the 1st SVA at southampton, it was inside a lockable boot. They failed it !!

Mine passed inside a boot that was locled down with self tappers,they failed the locks on radius

I have a screw cap as in nicks picture,but with a non leaking plastic tank
