I had r1 carbs on my pinto at sva, and when he tested the car it was well over, then we just turned the little tuning screw thingies down and it passed!

mine passed without a cat no problem

My 98 R1 passed with a cat. I took it to an MOT centre before the test and adjusted the idle mixture screw until the lambda reading was in the range then tweaked them so that the HC were low enough. It failed SVA the first time because the cat was either dead or too weak. HC was too high but CO and lambda were OK. A new cat fixed it.

the 2000 R1 needs to have the air thing removed and blocked up.

"the 2000 R1 needs to have the air thing removed and blocked up." any ideas what these are, Thought i'd done everything to the engine that needed doing just thought/hoped i could just adjust the mixture on the carbs.
