
Simple question: will a 57mm silicone hose fit over a 60mm O/D pipe?
Silicon hose doesn't stretch much compared to rubber hose. Rubber hoses you can heat up and it becomes more pliable. I think you'll struggle with a 3mm difference and silicon hose...
32mm silicone hose fits onto 34mm outlets on my engine, so I reckon you should be OK. Don't blame me if it's not though 
In my experience, yes with a bit of a push, the last bit I did to the tintop boost hoses was fitting a 51mm ID elbow over a 53mm OD pipe I turned up,
but I also put a 2mm lip on the edge to stop it blowing off and managed to get the pipe over that too
(It was samco 4 ply, others can be even more stretchy)

Yes but you have to work it. I have found rubber ones harder to stretch over pipes, but maybe the size difference was just too big.
