Can i place webers and manifold that are set for a 2l silvertop on an 2l blacktop?
or do they need to be re-jetted?

If i change the rampipes to smaller one's
Do i need to re-jet tehe carbs then?

Problem is...No two engines are the same..I would say they would be close, but to get carbs optimised, you need to rolling road them....any change in either inlet length or exhaust system COULD shange the jetting requirements.....

That said, you will be in the ball park if you previous jets were set up on a RR. Best thing to do is try it.......

be close enough to get you running. Would recommend a decent rolling road once fitted to check them properly though...
