That my friend is for the Vacuum Advance on the distributor...

Fuel line connections look knackered...

Looks like a weber DGV.

On my Triumph Spitfire I have that vacuumm port connected to the advance/retard diaphram on the distributor.

Hmmmm dizzy connects to inlet manifold. Fuel connection is tapped and gonna be bunged.

Sorted, ta, manifold can be bunged. Now wheres some 5mm bore pipe?.....
