If this is just starting and idling, then you won't be in the main jet region yet!
Idle air screw adjustment is where to start
Have a read over this for a starting point

Idle is extremely lumpy at the moment but the carbs are completely standard timing us at 8 degree? ?????

Have a look at this chart here, it shows you which adjustment areas affect what throttle range
I suspect you may need to start with locating the air screws, screw them all the way in, then out by 3 turns (as a starting point) then balance the
carbs.
Once thats done so you get a reliable idle, Main jets on a 2.1, as a rough guide, 1.7-1.8mm? But depending on what zx9 carbs you have, they may
already be about there.i think my zx9r e1 carbs have 1.65mm jets already, which is about what I need
Idle air screws and balance to start with though!

One other thing - have you connected the choke !
Numerous people on another forum missed this one and they wont run cold without
Ive got a zetec running on 1.8 mains that seems quite happy, pintos are a little more greedy but see how you go initially
As blake says itll run on pilot until you start revving anyway
I got a decent balance on mine by using mig wire or similar under the master carb butterfly so that it just rubs, like a feeler gauge then adjust the
other carbs the same
Got it almost perfect that way and balancing makes a huge difference
Theyre a bit of a faff to start with but great once done

Timing is more to do with cams than capacity
Try 10 and check timing is 36 @ 3,600rpm with vac off for testing
What are your idle revs?

Dont buy jets yet
You could end up buying loads
Buy a few drill bits 1.8-1.9-2.0
Drill them out till its running the way you want it , then buy a set of jets in the size you last drilled it to
Make sure timing, balance etc are ok before you start
