in the USA friggin everythig has state tax added at the till of around 8%. Buy a can of beans for 35c and it gets taxed at the till.
apart from halfords and high st shops, I would say that most auto parts are priced minus vat, and it gets added afterwards.

Well, strickly speaking, it makes things approx. 14.9% cheaper, but the point is still the same.
