Anyone know where it is on the carbs?

its a series of 4 plungers linked by a metal operating linkage . linkage is on the engine side of the carbs and plungers are on the sides of the carb bodies

David found a link to a useful site that gives some useful details for bike carbs.

Also worth noting that bike carbs don't have a choke as such, they just open these "enrichment" plungers and let fuel pour in!

BTW, do you know what the small bore rubber pipes are for that go between the float bowls?
