No fuel?

Before I go tinkering at the weekend just thought I would ask. Went to start the car for the first time last weekend after a layup of 3 months maybe. I have a spark, I have a ticking fuel pump but I cant see any fuel in the filter bowl. I have a weber 45 set up on a crossflow. havent really got enough in the battery to keep turning over so my question is, should the bowl fill up just with the pump running and therefore do I have blockage or will this only fill when the engine has fired?

Happened to me, and it didn't occur to me to check the fuel tank first to see if it has fuel in it! I had run mine low testing, and hadn't realised how much I used!!

Tank is about 1/4 full on level ground so should be ok?
