From a reliability perspective I guess the 2 litre Zetec would be better given the 1.8k series record with Head Gasket failure.
Tuning, I guess they are both pretty tunable but depends how much you want to spend!
Not sure about the webber question.

Go for the zetec, cheaper and more reliable, just as easy to tune. Lot more info on here how to fit it and get running.
Most zetecs running on webers in converted and kit cars. Suspects K series also OK. Go for injection if you can, worth the effort and just as easy
once you get started.

2.0i Zetec = 145 BHP
1.8i Kseries = 118 BHP
2.0i Zetec = 115 kg
1.8i Kseries = 99 kg
I believe that it is only the later 1.8 Ks, with head sealant rather than a gasket, that are prone to leaks.

The 1.6 K series is a better bet than 1.8 .

1.6k series EU2 engine with fuel injection is my choice. Keep the standard ecu, injection system etc and its cheap and reliable out the box. Get a low
milage one and thereusually pretty good.
Save you weber money (and what you would have spent on a zetec ecu) and go for throttle bodies and cam latter and youve got a real spagly little
engine.
K series is actually a very light installation, the real problem is the height of the engine and the ratios in the type 9 box.

And just changing the throttlebody for alloy one with the bigger hole can make a big difference.

I heard an interesting snippet on the "K" seeries engine head gasket saga.
Evidently there is a chap / company making Competition gaskets that have a complete sandwich of gasket goo in them, and they do not leak..
Cant remember the gasket company... began with a "P" ?? Padney? or simmilar
