i have a manual choke cable from 1970's ish
car were is the beat place to mount it so for the sva

Probably best within the exempt area (see SVA manual, but basically within an area up to 5" outside the rim of the steering wheel). Means you could put it on the dash to the right of the wheel, for example.

I agree with humbug. Somewhere behind the steering wheel should be ok.
