it is a hoax. There is no point developing a mini combustion engine when a fuel cell would be essentially the same thing in a more controlled and refined manner. The emissions are a good point, plus the comment about it running for 2 years on a single squirt of lighter fuel is ridiculous...

If it is genuine, how would you start it? The emissions were my first concern though. Could be a great idea. What was the source of the story?
