That's extremely dangerous. You should only ever use black cable ties on tyres.

think the pads need looking at too !!

you forgot to cut open up a toothpaste tube and use it to protect the tube from the cable ties

shouldn't they all be installed radially, or are these cross-ties?

Forget the tyre - the pad swept area looks a little low.
