I assume that the £3k valuation (and hence the prize) includes all the parts from Module 1 not just a bare chassis!

To be honest when I first looked at this I thought 'what a great way of tying someone in to buying the rest of a 12K car'. You're not winning a chassis, you're getting a 25% discount on a car.
