while cleaning the headlights I noticed these 3 pips are they going to be a problem

Mine passed SVA with those, but it did worry me a little at the time.

Passed SVA with the same 3 "tips" on my lights. The examiner only looked to check for "E" marking and then moved on.

Have some small nut covers in your pocket. If he moans, put them on!
