Im building a locost.
but using mainly new parts.
recon engine.
New discs calipers etc.
new steering rack
new chassis
etc etc
anywho my second hand parts are going to be DIF and wheels i guess.
what is the rules about new plates.
i thought it was 2 main compnents can be second hand.
engine is as new if reconditioned.
is that the case pleasE?
AFAIK everything has to be brand new except for 1 thing that can be reconditioned to 'as new'.

I believe everything has to be brand new except for one thing which must be reconditioned to "as new"
so if you recondition the engine then you need an all new drivetrain etc. 
It has been known for people to get new plates with less than this, or Q plates after fulfilling the guidelines.

why do you want a new reg ?
age related plates (2 major parts from a donor) will make your emissions tests easier - Q plates could make them even easier and don't have much
effect on the value of these kind of cars
All major parts must be new with the exception of one which must be "reconditioned as new".
They'll want reciepts for all the parts including the recon'.
If you apply for new and don't get it, you get a Q. It's not possible to get an age related once you apply for a new reg' (unless DVLA
mess up).

problem i have is i have been buying most parts off here and ebay with the plan to change out for new again off ebay so all the new parts i have i
aint got receipts for and the second hand dif i aint got any documents for.
i am not using enough parts off one car to get age related i dont think.
whats the best plan then please?

It's very easy if you know how, and, its fully within the rules.
You fills the declaration in stating 'NEW' and shows your receipts. Dead easy
i wouldnt pay less/more for a kit car with a different style of reg plate.
a very high proportion of the BEC's have Q plates (all makes) - it doesn't seem to make that much difference on the ones I've seen -
build quaity is much more important
(look in the classified adds on pistonheads for examples)

I have spoken to two companies recently and the DVLA have checked the authenticity of receipts 
It can be impossible to get a brand new reg with a BEC as (at least some employees within) the DVLA were treating the engine/gearbox as two components
and you can only have one recon item.
Whether they are consistent or right is difficult to argue (how much of an 'engine' is one component is an interesting and AFAIK unanswered
question).

they're claiming a 2010 plate when its got a recon diff and a used engine..... so it seems you just need to be creative with receipts
What about if you get receipts of ebay for parts and on the description states new?

You need all new major parts except one that can be recondition (as new)
THe major components are:
Chassis/Body
Axles
Transmission
Steering Assembly
Engine
Suspension
Any further documentation of new parts used will aid the registration

you can separate them, it just a bit more work than it is with a car engine
any BEC or CEC with a new reg that I've seen has had a new engine (with recipts) and a recon box
they also tend to have bought all the sierra bits from the kit maker with a recipt to say they are new.....

thanks all for all ye advise. i guess ill get it up and running and see if i can afford to change to new parts and just use on private tracks for
now.

Sorry to bump an old thread.
Does anyone know the definite rule when it comes to a BEC, is the engine and box one part or two?
Also, what needs replacing / doing to class it as reconditioned to "as new"?
