Can someone show me what I have to pin to lock the balance bar for SVA - Photo or diagram would be great.

You have to make it "non adjustable". Usually means drilling and pinning.

I just covered the whole brake bias setup with a nice little box. Prevented fiddling and makes it non-adjustable. Box was rivetted in place because they're deemed non removable

Not true.
It can be adjustable, but not beyond the worst case senario and not while driving (so no cable adjuster).
It always has to lock the fronts before the rears.
I did my last car so that I had two half nuts on the shaft meaning I could adjust it more towards the fronts if I wanted.
At the end of the bar I had a full size nut with a roll pin.
If you have this set up, they will check the brakes at both extremes of the adjustment.

drill and roll pin would be very difficult on my car, counld i maybe put a quick tack weld on the nut and bar instad?

or 2 nuts to lock together? nylock maybe?

Welding the adjuster is acceptable, but lock nuts on their own are not as you can still alter the bar beyond the front bias.
A tack weld will probably be seen as easily removed so it should be a substancial weld.
