what is the difference between et15 and et38

Could someone please tell me what the differences are between et15 and et38 wheel offset

Stick in the same width wheel rim and your et's and it'll tell you.

the outer face of the wheel will be 23 mm further under the arch. The lower the ET, the further out they stick
