If thats an English axle (Mk2 Escort) then , no , there wont as the flexi goes to rigid pipe , then to the wheel cylinder on one side - then rigid pipe across the axle to the other wheel .

If it's not brake flexi pipe mount it could be for a metal rod balance/compensator arrangement that connects the 2 handbrake operating levers to one cable.

It is for the brake pipe flexi from the transmission tunnel and connects to a rigid pipe that goes to the offside wheel cylinder which is then connected to the nearside wheel cylinder via another rigid pipe. At least that's what it says in my Haynes manual for a MK1 Escort. Axle is pictured upside down.

The handbrake is on the back, it's the flex pipe union bracket as above. Cut it off and weld an M6 bolt on top of the diff housing and use a T piece with a pipe to each wheel.
