Here in NZ we have a Warrant of Fitness (MOT equiv) every 6 months.

It failed on the brakes even after the follwing work I have done over winter. Braking uneven and soft front and rear.

Now over winter I have put in a new master cyclinder. New front pads EBC Green Stuff on front disks, new pads in rear drum. Flushed out and put in new brake fluid.

What have I done wrong ?

How many miles have you done since the pad change? Normal pads need about 500 miles to fully bed in, hard ones a little longer

About 300 miles.

Just thought thats a real catch 22. I need a WOF to be legal on thre road, but with out one I can't clock the miles "legaly" to bed the brake pads in !

Explain to them at the testing station what you have done.
I'm sure if they understand what is happening they can adjust their test to suit!

Had a similar thing in the road car. Rear brakes were uneven. Took 'em home, adjusted them, bought 'em back. tested, failed. Took 'em to the garage, he adjusted them, took 'em back. tested failed. Bloke was fed up with seeing me so tested each wheel individually. With a bit of talented timing was able to make both readings match on the gauge.


Assuming you've got a front / rear split (as opposed to a diagonal).
I'd be looking at the cylinders at the wheel end. They may need reconditioning. Or you might get away with just a seal kit.
