Pretty much as per post title really.

At a quick look, it doesn't seem to do any more than you could do with ccleaner and other well known free/trusted programs (MBAM etc) and the normal control panel.
In my experience most programs that claim to speed up a computer are scams of some variety :

Pester ware

Snake oil
