how far from the front of the vehicle are you allowed to have your headlights?

If you can maintain the 45° viewing angle, how far back are you allowed to mount your headlights?

I don't think this is clearly defined in the manual (distance toward rear) but the viewing angle is 45 deg inward but 80 deg outward unless you are using side marker lamps to supplement them, which reduces the outward angle requirement to 45 deg IIRC

( was a fail point on an IVA I went to last week)

as far as im aware you could have them at the rear, as long as they meet the illumination tests...

Look at the Hideous Multipla (Fiat) it had lamps under the winscreen at the back of the bonnet

Its to do with the angle of projection and where you can see them from in front of the vehicle.

IVA manual will tell you but my examiner stood to the left and right of the car and made sure he could see the beam and it wasn't being overly obstructed.

I think the Atom splits the functions, of positional / side lamps at the front and main headlights at the scuttle:-

So, in theory you can mount them way back and high enough above the bonnet line to not cause any obstruction...
