Dont you need a washer system and a self level system for the lights though!??! All production HID lights have those... and I suspect manufactureres dont fit them for fun

Sadly not, unless they are installed self leveling and headlight washers.

That is not an HID headlamp, it has LED sidelights and a standard Hi/dip bulb.

thats absoulutely exactly what I want, now then I wonder how I get one

lucky ol me for MSVA I dont have to worry about such legalities

dont even need E markings, I build my own custom tail lights, but got a huge 7" chrome harley headlight housing with no lamp

off to find me one of those!

As has been said those lights are not HID.

HID is only legal if there is an AUTOMATIC self leveling function and washers. Also the lights have to be Emarked
