introduce mandatory noise complaint waiver for anyone who buys or rents a property close to motorsport venue
Done.
Very sensible idea. Should be used for lots of things though, not just motorsport. I fly r/c planes and lots of flying sites have been lost by people moving in near a flying field and then complaining about the noise- the fact that the noise has often been "heard" at times when no-one is flying is ignored by the council. Easier just to stop people flying.

We do have problems at Scottish venues but not in the same order as in England. The most celebrated tussle with officialdom is Crail:

However I believe Knockhill has had issues and it is in the middle of nowhere and miles from any anybody except a few sheep.
I know (now) most of the tracks in Scotland and only very few are near any significant No of homes, Alford does have restrictions. Don't know
about Kames.
All are now testing noise levels.

Signed. The right thing to do, logically and morally.
Done - Motor Sport Venues/Airports, they have been around usually much longer than the residents so why did they move there?. I live in a small town
that has a good live music reputation that attracts many visitors particulary from London. Infact they love it so much that they buy a second home
down here, so whats the first thing they complain about when they move in, the noise from music venues.
