I'm looking for a "flexible grommet", something like a grommet crossed with a steering rack gaiter - but only needs to cope with very
small vertical movement
Anyone know of a product that might do the job?

This is pretty close, but I suspect too large, I'm looking for an entry hole around 40-50mm with an internal hole of 20mm ish

Some cars have something similar where the steering shaft goes through the bulkhead.
But if you want a really flexible multi use grommet try LINK
