on the 650 buggie it says its restricted too 30hp to be road legal ...... does that mean you could unrestrict it how much more power would you get

It's being registered as a quadricycle rather than a car - a much easier test to get through and the route taken by quad bikes and that plastic
car that self destructs on impact.
If you upgrade the motor above a certain limit then you need to put it in for a proper car SVA, which it will probably fail quite badly.
If it is a quadracylce then it should be restricted on 15 kW and the empty mass on 400 kgs.
Or UK does not follow the EU-rules here.

it states the engine power as 18kW which is over the limit for a heavy quadricycle, which means SVA rather than MSVA. If it passes an SVA then its road legal.
