Can anyone recommend a VAG specialist near or in Chester that he could take his Passat to? It's displaying the emissions indicator on the dash
computer every once in a while but I'm hoping the cause will be logged!

You can get plug in ODBII readers for little money or most independants will be able to read the codes I would think.

There is an Audi Motorsport place in Ellesmere Port called RennTech. My boss has taken his diesel A4 there a couple of times. There is also Central VW Audi behind B&Q in Ellesmere Port.
Depends which side of Chester you want to travel to. There's Wilsons in Rhuddlan (near Rhyl), which is about 1/2 hour's drive away from the west side of Chester, not far off the A55. They've been doing VW's for ever and ever.

Sticky EGR valve is a likely cause.
I plugged VAG COM into a workmate's Passat TDI with an emmissions light coming on and that was / is the problem.
Giving it a kicking doesn't do any real good incidentally.

PG - Every once in a while the "Check Emissions" is displayed on the FIS on the dash. It's not a serious problem but annoying. Nothing
else seems untowards, it's just that his local garage doesn't have the kit to diagnose.
