Adobe Illustrator or Photoshop. Pretty sure you can mess around with the opacity of different layers. Haven't used these programs for years.

Photoshop for me every time although Apple's Aperture is very good.
In photoshop open both photos, make them the same size.
Use the move tool to move one image over the other.
Windows... Layers... to see the layers box you should have two layers..
click layer you wish to work with and use the opacity slider to reduce opacity to suit
you can also highlight an area with the box tool and go to edit... transform... scale to fine tune the overlay size.

GIMP is a free alternative to Photoshop
I used Paint.net for creating layered pictures (free download) and found it easy to use for a complete novice like me
If you just want to do it this once then it'll take you ages if you haven't got the software already as you'll have to learn it.
If you want me to do it for you in photoshop then you can send the images to me at mkindyblade@hotmail.co.uk with a little explanation of how you want
the images to merged.
Thank's for the help...photoshop seems to be the right tool... i'm going to find the app. in the mean time i will take Mark offer....
Mail send!
GIMP is good, and it's absolutely free - no catches, no conditions, no law-breaking.
Do a Google for 'gimp windows'.
Mind you, if you install Linux, it usually comes built-in and ready-to-use!
You can do it in Word. Insert both pictures, make one more transparent and move one over the other. You will have to play about with 'order' and 'layout' but it works.
Wow!! some in here realy have it for locost solutions...
