handbrake connections - IVA safe?

Thinking more about how to connect my handbrake cables to my lever, i thought about using something like this?

It would be easy to make at home, just drill a couple holes through a bit of threaded bar. Would it be safe enough, and would be IVA safe?

Cheers

Mikkel
