That doesn't look like an unfinished kit to me. Looks more like been taken apart and abanboned. The tub/scuttle has been cut to make it removable (unusual) there's damage to the paneling that you wouldn't expect and...
In the last picture there's a front corner of a smashed bonnet visable. Add in the missing radiator (probably smashed?) and it looks to me like accident damaged abandoned project.

Good buy at the price (so far) though if you have the time/space.

I saw that too. I'd like the roll bar from it but judging by the standing water on the body work I wouldn't be surprised if the chassis and electrics on that are toast.

Edit- as he says above its been crashed. Look at the first picture with the bonnet bracket. It's all bent.
