Errors in the book?

Before buying my Striker chassis, i dabbled with the choice of making a roadster so I have a book thats a few years old, so obviously dates back to SVA which I would assume has since been updated, but there seems to be some fundamental errors in the 'legal issues' section that I wondered if were also noted by others and if they have been since corrected?

Wording such as:
'if you build your car from all new parts, a current reg would be issued, this may also apply if you used mainly new components with one or more components certified recon'd to 'as new' condition.
Now has the registration process changed or is that part about getting a new reg when more than 1 part is recon'd 'as new' a load of rubbish?

Also;
you'll need a trailer or transporter to take your car to the SVA'
Im pretty sure you could and still can legally drive to an appointment for an SVA/IVA?

and it then goes on about
book an MOT prior to going for your SVA
Wheres that come from?

I thought a max of 1 component could be recon'd to as new standard, but all others needs to be new.
