Miss Owelly's Uncle watched two bosses of very large companies have a huge stand up argument at a recent Caravan/Motorhome exhibition!
One company sold A-frames the other sold small trailers. The trailer guy was quoting the trailer regs to the A-frame guy in an attempt to convince him that the product he was selling was illegal. The A-frame guy was quoting 'Constuction and Use Regulations'.
In the event of an accident, there will be gray area. The CPS will find one line deep inside some convoluted regulation that bans the use of whatever it is you were using even if the use of said item had no relevance to the incident!!

The act of Fixing an A frame to a Vehicle in effect , turns it into an unbraked trailer.

Why would you want to Tax & Test a trailer. ( A wise word from my local VOSSA staton).

Using a vehicle on the public highway with no road tax. Certainly not . it's a trailer.

Keeping an untaxed vehicle on the public highway. Certainly not, it's moving and its a trailer.

I have yet to see any documented criminal case in relation to the use of an A frame.
