X/flow timing

Hi i live at +- 5000 ft above see level. I have a 1660 X/flow, 244 cam,side draughts, high comp pistons, lucas electronic distributor (No vac) etc... When i set the timing to 14 degrees before TDC the car seems very flat. will only pull 4500 rpm in top gear.

I am worried about advancing furhter, in fear of pinking but the car just feels really flat. What max advance should i be running at this altitude?

is that 14 degrees across the whole rev range?
