Handbrake

Cars been standing a year now and when i pull the handbrake, the second part of the cable (the one that runs to both back drums) doesent seem to slide back through its sleeve. The handle pulls up and down too easily so the cable seems to be locking handbrake on but back wheels spin easilly as if its not on at all?? Is there any way to unseize cable??

It's probably the very basic hand brake mechanism in the drum.
Its just 2 pieces of metal with a pivot and an excentric bolt head, if the pivot is seized you will get a tight or slack cable with little hand break effect.
The cure is to take the drum off and free up all moving parts.
The hand brake cable could do with the cable lubricating where it goes in to the outer cables
