That is gonna need IVA , and a DVLA inspection............after a lot of finishing

Looks like a bit of a bargain to me.

He's going to need to complete the car, then IVA it (through VOSA), then take it to the local DVLA office and get it registered.

There is an IVA manual available for download, which is going to help him position stuff like lights, sort the emissions etc.
