Quick google suggests a scam with additional fees etc being taken from your credit card etc, personally I'd stay away

I don't see how ebay got dragged into this, they have all their charges, terms and conditions laid out for you to read and you are free to use
them or not as you please. If you want to close an ebay account you can do so with no problem and at no expense and it only costs sellers not buyers
as well. Knock them all you want they seem to be the best option for what they do.
yours, Pete
I went into the RSPCA office the other day. It was so small you could hardly swing a cat in there.

Well I supose that depends on how you rate Ebay with regards the rather exhorbitant, (sp), charges they make. I use Ebay quite a lot, and as you say
they are really the only game in town if you are after selling something, but my feelings are, considering the HUGE profit they make from world wide
sales, that they could quite easily reduce there charges and still make millions, if not billions. IMHO Ray

Could always be an arse, send them the licence with the address blacked out, along with the last 12 digits of your card.
