Zetec carbs SVA ?

Hi
Can anyone tell me if a Pre 1995 Zetec will pass an SVA if it is fitted with twin DCOE 40's ( I.E. can you get the emissions down to 3.5%)

I put a pinto through on twin 40s so no reason you shouldn't get a Zetec through.
